Call
to Order
The
Meeting was called to order by Chair Norm Hawirko at 7:10
p.m.
Minutes
of October 18, 2005
The
Minutes of the last Heritage Committee Meeting held on October
18, 2005 were reviewed and adopted.
Letter
of Resignation
A
letter of resignation from Cyril Aucoin was read and accepted.
Disposal
of Real Property
Discussion
was held on a letter received from Gerald Walker, Senior Policy
Planner for the City of Temiskaming Shores dated November
15, 2005 in regards to the disposal of real property, specifically
20.46 acres, West of Connie Street and East of McLellan Street
in the former Town of Haileybury.
The
letter was reviewed and discussed by the Committee. Chair
Norm Hawirko circulated a Draft Report in response to the
November 15, 2005 letter from the City of Temiskaming Shores.
The City has requested input from the Heritage Committee on
the heritage assets associated with the aforementioned property.
Members were requested to review the draft and provide comments
back to Norm Hawirko as soon as possible as the deadline for
submission is November 30th, 2005.
Ottawa
River Heritage Designation
Norm
Hawirko advised the committee members that the workshop held
on October 25th, 2005 at Franchefco’s was very successful.
It was agreed that the tasks associated with the next phase
of this project are beyond the resources of the Temiskaming
Shores Heritage Committee and a new committee, specifically
dedicated to the designation of the Ottawa River as a Heritage
River, will have to be established.
Adjournment
The
meeting was adjourned at 9: 15 p.m. The next meeting of the
Temiskaming Shores Heritage Committee is scheduled for Wednesday,
January 25th, 2006 at 7 p.m.

Minutes
of September 14, 2005
The
Minutes of the last Heritage Committee Meeting held on September
14, 2005 were reviewed and adopted.
Mandate
of Committee/Terms of Reference
Discussion
was held on the mandate of the Committee and Council’s
expectations of the Committee. Brian Carre, Director of Planning
and Protective Services provided input and advice.
A
“Municipal Heritage Committee” document compiled
by the Ministry of Culture was reviewed.
Chris
Oslund volunteered to submit a Draft Terms of Reference for
the Committee.
Ottawa
River Heritage Designation
Norm
Hawirko reminded the committee members about the upcoming
workshop to be held on October 25th, 2005 at Franchefco’s.
Jim Fraser and Len Hopkins will be in attendance to conduct
the workshop.
Adjournment
The
meeting was adjourned at 4:30 p.m. The next meeting of the
Temiskaming Shores Heritage Committee will be called by the
Chair.

SHORES HERITAGE COMMITTEE
MINUTES
OF A MEETING HELD WEDNESDAY, SEPTEMBER 14, 2005
Present: Brian Carre (Director of Planning & Protective
Services), Norm Hawirko, Chris Oslund (Council Rep), Clair
Shepherdson, Simon Wareing (Guest).

The meeting was called to order at 3:15 pm by Chair Norm Hawirko.
Introductions
Each
member introduced themselves and provided a brief synopsis
of their background and involvement in the field of Heritage:
Norm
Hawirko - V.P. of the Little Claybelt Homesteaders Museum,
Heritage Consultant (Solar Wind Communications).
Clair
Shepherdson – President of the Little Claybelt Homesteaders
Museum, Director of the Rock Walk Park Committee.
Chris
Oslund – Council Representative to the Heritage Committee,
Curator/Director of the Haileybury Heritage Museum, 1st Vice-President
of the Ontario Historical Society, Chair of the Ontario Historical
Society Foundation, Director of the Cochrane-Temiskaming Museums
and Galleries Association.
Simon
Wareing – Owner of mineral exploration/development company.
Brian
Carre – New Director of Planning & Protective Services
for the City of Temiskaming Shores, Professional Land Use
Planner, former municipal advisor for the Ministry of Municipal
Affairs & Housing.
Norm
Hawirko reported that Dr. John Pollock, Bruce Taylor and Terry
Graves have agreed to sit as advisors to the Heritage Committee.
Ottawa
River Heritage Designation Committee
Norm
Hawirko advised that he will be attending a meeting of the
Ottawa River Heritage Designation Committee in Mattawa on
September 21st & 22nd, 2005.
A
workshop is planned in Temiskaming Shores for October 25th,
2005 at which time Len Hopkins (former M.P. for Nipissing-Pembroke-Renfrew)
and Jim Fraser will be in attendance. A draft report of the
Heritage River submission should be available at this time.
Land
Use Planning and the Official Plan for the City of Temiskaming
Shores
Discussion
was held on what role and to what extent the Heritage Committee
would be involved in Land Use Planning issues and the development
of the Official Plan (i.e. Inventory of Heritage Assets in
the Community, identifying areas of heritage significance,
etc.).
Brian
Carre, Director of Planning and Protective Services indicated
that he looked forward to working with the Heritage Committee
on Land Use Planning issues and a procedure/protocol will
be developed to trigger the advice and resources of the Heritage
Committee when required.
Provincial
Policy Statement and Amendments to the Ontario Heritage Act
A
brief discussion was held on the Provincial Policy Statement
(which came into effect on March 1, 2005 under authority of
the Planning Act) and Amendments to the Ontario Heritage Act
(Bill 60 passed in April of 2005), specifically how they relate
to the role of the Temiskaming Shores Heritage Committee.
Land
Request – Mill Creek Area
Norm
Hawirko requested that Mr. Carre keep the Heritage Committee
informed about this proposed development as it impacts several
heritage features in the area (Lawlor residence foundations,
Haileybury Brick & Tile Co. foundations, Bucke Colonization
Road, Historic Farr Cemetery, archealogical site at the mouth
of Mill Creek, etc.).
Simon
Wareing spoke about mining legislation that would impact the
area being discussed. He also spoke in general terms about
the importance of heritage resources in the development of
mining properties (past use).
Archives
(Records Management Policy/By-Law)
Chris Oslund advised the committee that a Records Management
By-Law was proposed for passing at the October 11th, 2005
Regular Council Meeting.
A
general discussion was held on municipal archives and the
need to ensure that municipal records are accessible for research.
Role
of the Temiskaming Shores Heritage Committee
A
general discussion was held on the role and expectation of
the Heritage Committee.
It
was decided that the Committee required Terms of Reference.
Chris Oslund volunteered to research this and compile a draft
Terms of Reference for review by the Heritage Committee and
the Municipality.
Norm
Hawirko questioned what resources are available to the Heritage
Committee? Specifically municipal staff resources and administration
support.
Other
Business
Simon
Wareing indicated that he would be interested in sitting as
a member of the Heritage Committee.
Moved
by Clair Shepherdson. Seconded by Chris Oslund.
That the City of Temiskaming Shores be requested to amend
the By-Law appointing members to the Heritage Committee with
the addition of Simon Wareing.
Carried.
Next
Meeting
It
was suggested that the Heritage Committee structure a regular
meeting time. It was decided that the Temiskaming Shores Heritage
Committee would meet on the third Wednesday of each month
at 3 p.m.
The
next meeting is scheduled for Wednesday, October 19, 2005
at 3 p.m. at the Municipal Council Chambers, 90 Whitewood
Avenue (New Liskeard).
