Accessibility Advisory

The purpose of the committee is to review and advise council on the development of policies, renovations, purchases, etc. in an effort to remove barriers in all municipal facilities in accordance with the Ontarians with Disabilities Act.

Candidates possessing knowledge and experience related to disabilities are encouraged to apply.

Agriculture, Rural Affairs and Natural Resource Committee

The purposes of this committee is to analyze all issues related to farming and priorities outside the urban area and to prevent uncontrolled or scattered development. The generally high quality of agricultural land in parts of Temiskaming Shores has given rise to a prosperous farming industry. It is essential to recognize the importance of agriculture to the local economic base, as an employment source and as a foundation for the rural way of life.

Experience in agriculture or conservation, volunteer work on other farming or rural committees and boards and good communication skills would be considered assets. The committee has a current membership of three representatives, but a larger committee serving more broad based interests would be considered favourably by council.

Business Improvement Area Board of Management

There is one BIA in the City applicable to an area defined along Whitewood Avenue and Armstrong Street in New Liskeard. The purpose of the BIA is to oversee the improvement, beautification and maintenance of municipally-owned land, develop and sustain a strong commercial core, and promote the area as a business or shopping district.

Currently there are seven members on the Board of Management including one member from council.

Cemetery Advisory

The Cemetery Advisory Committee oversees the effective operation of the municipally-owned cemeteries and provides guidance to the cemetery caretakers. The Committee performs the following tasks:

  • performs regular inspections of municipally-owned cemeteries to ensure the safety of the public;
  • identifies necessary work and prepares associated budget for council's approval;
  • identifies concerns from both citizens and visitors and provides possible solutions for council's approval;
  • identifies any necessary amendments to the cemetery fee schedule for council's approval; and
  • maintains a good working relationship with the Leisure Services Department.

Committee of Adjustment

This Committee has broad powers under the Planning Act and is responsible for such items as the approval of consents (land severances), minor variances to the Zoning By-law and Site Plan Approval.

The Committee will be composed of no fewer than three members and hold office for the term of council.

Candidates possessing a general understanding of the Planning Act, Official Plan and Zoning By-law are encouraged to apply.

Community Economic Development Advisory Committee (CEDAC)

The Community Economic Development Advisory Committee's mandate is to provide municipal Council with advice and recommendations on matters relating to the attraction, expansion and retention of business in the City of Temiskaming Shores, in an environmentally sustainable manner. The CEDAC will assist City staff and Council in identifying niche markets, and will actively assist in fostering and promoting a positive community image; an enhanced quality of life and prosperity by means of sustainable community development and a healthy business environment.

Community Emergency Management Program Committee (CEMC)

The CEMC oversees the development, implementation and maintenance of the City's emergency management program. To reach its full potential, the committee needs to represent the various organizations that have, or should have, a voice in implementing and maintaining the said program.

The following persons representing individuals/organizations shall be considered for membership on CEMC or a related working group: emergency service organizations, local business and industry leadership, transportation, natural resources and environmental agencies and corporations, education system, social services and volunteer agencies.

Knowledge required by the various members should include familiarity with the local area, its industrial facilities and transportation systems, local climate conditions, area land use, location and nature of community infrastructure, the location of populations with special needs, and mechanics of responding to emergencies.

Municipal Heritage Advisory

Early in its mandate, the City will be considering the establishment of a Municipal Heritage Advisory Committee to encourage community participation in local heritage conservation. The Ontario Heritage Act defines the committee's statutory role as follows:

  • advise and assist the council on all matters relating to conservation of properties of cultural heritage value or interest and on the identification of a potential Heritage Conservation District; and
  • advise and assist the council on other heritage matters as the council may specify by by-law.

Candidates possessing an interest in local heritage conservation are encouraged to apply.

Non-Profit Housing

The NPHC shall work to protect the interests of tenants residing in non-profit housing units in collaboration with the Housing Authorities.

Candidates possessing an interest in/or knowledge of subsidized housing are encouraged to apply.

Currently there are seven members on the committee including the President, the Secretary-Treasurer, four Directors, (one director being a resident of a non-profit housing unit), and one member from council.

Police Services Board

PURPOSE AND FUNCTION:

The Temiskaming Shores Police Services Board was formed in 2004 and is comprised of 5 board members and one Secretary.

The primary function of Police Services Board is to determine priorities and objectives for police services within the community.  This is done in consultation with the Detachment Commander, with input received from Council, municipal staff, police officers assigned to the community, as well as the public. 

In addition, the Police Services Board participates in the selection of a Detachment Commander, advises the Detachment Commander with respect to police services provided, monitors the performance of the Detachment Commander, receives reports from the Detachment Commander on secondary employment of the police officers assigned to the community, and reviews public complaints that are received. 

Temiskaming Shores is governed by Section 10 of the Police Services Act.  The relationship between the Board and the Municipal Council is important.  It is the Council that enters into the written contract with the OPP and is responsible for the financial commitment. 

The Board meets the third Monday in January, March, May, July, September and November at 10:00 am in the Temiskaming Shores Council Chambers located at City Hall, 325 Farr Drive, Haileybury.

Public Library Board

The Public Library Board seeks applicants for the position of Board Member. Governed by the Public Libraries Act, the Board is accountable to municipal council and prepares annual budget estimates and submits them to council, ensures the budget is administered properly and reports regularly to council about the library's activities and operations.

A Board Member shall hold office for a term concurrent with the term of council. A candidate must be at least eighteen years old, a Canadian Citizen and a resident of Temiskaming Shores or of a community that contracts for the service. The following would be considered assets: interest in library service, knowledge of the community's social and economic conditions, aptitude for short and long range planning, ability to work in a politically sensitive environment and readiness to devote time and effort to the library.

The board will be made up of nine members including one member of council.

  • to report on matters referred to it by the Council;
  • to process matters referred by the Chief Administrative Officer;
  • to assist the municipal administration in the development of recommendations concerning Council policy;
  • to assist municipal administration, when requested, to develop administrative policies;
  • to assist the municipal administration to prepare long-range plans;
  • to assist the municipal administration in identifying, developing and prioritizing capital projects;
  • to work with the municipal administration to analyze and make recommendations concerning the levels of service.
