Marriage Licences and Civil Wedding Ceremonies

  The City is pleased to support couples throughout their wedding journey, from issuing Ontario marriage licences to providing civil (non-religious) wedding ceremonies performed by City-appointed officiants.

Whether you are planning a simple ceremony at City Hall, an intimate gathering at a meaningful location, or a larger celebration elsewhere within Ontario, City staff are available to guide you through the required steps and ensure all legal requirements are met.

The Clerk’s Office assists with marriage licence applications, appointment scheduling, and document verification, while officiants work directly with couples to help create a respectful and memorable ceremony.

 This page provides detailed information on eligibility, required documentation, applicable fees, ceremony options, and post-ceremony steps, and couples are encouraged to review the information carefully and contact the Clerk’s Office early in their planning process, particularly during peak wedding seasons.

Marriage Licences

To apply for a Marriage Licence in Ontario, you must:

  1. Review the provincial requirements Before Getting Married in Ontario 
  2. Complete a Marriage Licence Application (must be signed by both applicants)
  3. Submit the completed application by email to kconlin@temiskamingshores.ca.
  4. City staff will review your application, contact you if additional information is required, and schedule an appointment for licence issuance.
  5. Attend your appointment at City Hall with all required original documents (including the completed, signed application). At least one (1) applicant must attend in person.
  6. Pay the applicable fee and pick up your Marriage Licence at City Hall. Marriage Licences are valid for three (3) months from the date of issue.

    No email access?

    Paper applications and document drop off/ pick-up, are available at City Hall, 325 Farr Drive, Haileybury.

Both applicants must provide two (2) original pieces of government-issued identification:

  • Both pieces must show the same first and last name, and date of birth.
  • At least one piece must include a photo.
  • Photocopies, scanned images, expired identification, Social Insurance Number (SIN) cards, and Health Cards are not accepted.

Examples of acceptable identification include (Canadian or foreign, unless noted):

  • Birth certificate
  • Valid driver’s licence
  • Valid passport
  • Valid Ontario photo card
  • Canadian Citizenship Card or Certificate
  • Permanent Resident Card or Record of Landing
  • Secure Certificate of Indian Status or Certificate of Indian Status
  • Valid Possession & Acquisition Licence (PAL)

Note: All identification must be in English or accompanied by a certified translation.

Fees & Appointments

All payments are made at City Hall by credit card, cheque, cash, or debit.

Marriage Licence (HST exempt) $150.00
Civil Marriage Ceremony – City Hall (Monday to Friday, outside regular business hours, and subject to availability) $400.00*
Civil Marriage Ceremony – Off-site (within City boundaries) $450.00*
Civil Marriage Ceremony – Off-site (outside City boundaries, including on a boat) $500.00*
Mileage – applicable for any wedding service located outside City boundaries Current rate as approved by Council

* Ceremony fees are subject to applicable taxes.

When booking a City-appointed marriage officiant, all ceremony charges and applicable mileage must be paid in full at the same time as the Marriage Licence.

Licence Issuance Appointments

  • Appointments are scheduled Monday to Friday, 9:00 a.m. – 4:00 p.m.
  • Appointments take approximately 15–20 minutes.
  • At least one (1) applicant must attend in person.
  • All required original documents must be provided at the appointment.

Civil Wedding Services (Non-Religious)

The City provides civil (non-denominational) wedding ceremonies, performed by City-appointed officiants. Ceremonies may be held:

  • At City Hall (lobby or City Hall grounds, weather permitting), or
  • At other locations of your choice within Ontario, subject to officiant availability.

Ceremonies at City Hall are typically offered Monday to Friday outside regular business hours (8:30 a.m. to 4:30 p.m., excluding lunch), and are subject to both facility and officiant availability.

For City Hall ceremonies:

  • The ceremony space (City Hall lobby or grounds) is booked for a maximum of 45 minutes.
  • A maximum of 15 people may attend (this total includes the couple, witnesses, children and guests).
  • Confetti, rice, bubbles, candles, incense and similar items are not permitted inside City Hall or on municipal grounds.
  • Simple decorations (for example: flowers, balloons, flameless candles) are allowed, provided they do not damage walls or furniture and are removed immediately after the ceremony.

Ceremonies can sometimes be accommodated on the same day, if a valid Ontario Marriage Licence is provided and an officiant is available. Booking in advance is strongly recommended to allow time for a pre-ceremony consultation.

  • A pre-ceremony consultation questionnaire to be completed and reviewed with your officiant.
  • Ceremony details, guidelines, and what to expect for City Hall or off-site weddings.
  • Sample civil wedding ceremony scripts and optional readings.
  • Information about witnesses, music, photography, and post-ceremony steps.

If you are booking a City-appointed officiant, you will be asked to:

  • Complete the pre-ceremony consultation questionnaire.
  • Provide your preferred ceremony script and any custom vows (for officiant approval).
  • Confirm your ceremony details (date, time, location, witnesses, music, photography and any special requests).
  • Bring your valid Ontario Marriage Licence to the ceremony. The licence must be issued within three (3) months of your wedding date.

A marriage certificate is the legal record of your marriage and may be required to show proof of marriage, apply for social benefits, settle an estate, or change/assume a last name.

  • A Record of Solemnization is not the same as a marriage certificate.
  • Certificates are issued by ServiceOntario, not the City.
  • Order a marriage certificate approximately 6–8 weeks after your officiant has registered the marriage with the province.

Additional Information

  • Individuals under 16 years of age cannot marry in Ontario.
  • Applicants aged 16 or 17 must have written consent from their parents or legal guardians, or a court order. Consent forms are available from the Clerk’s Office.

  • A Record of Solemnization is not the same as a marriage certificate.
  • Marriage certificates are issued by ServiceOntario, not the City.
  • Order a marriage certificate approximately 6–8 weeks after the officiant registers the marriage with the province.
