Animal Care and Control By-law 2023-122 - Effective January 1, 2024

The licensing of pets is one step to encourage responsible pet ownership by properly identifying companion animals in the City. Tags are proof of ownership so animals may be returned to their owners sooner.

Register Your Pet

Every owner of a dog or cat shall register the dog or cat with Temiskaming Shores Animal Services. You may register and purchase a pet tag or a replacement tag at the following locations:

Registration Process

Every person who applies to register a dog or cat, must complete the necessary form, and provide the following:

• Owner’s name, physical and mailing address, and telephone number.
• Name of the dog or cat.
• Description of the dog or cat such as sex, age, breed, colour, etc.
• Note any identifiers such as a Microchip implanted or permanent tattoo.
• Disclose if the animal is a Service Animal.
• Disclose if the dog is a Livestock Guardian Dog, or a Herding Dog.
• Disclose if the dog or cat is spayed or neutered; and
• Pay the required registration fee.

Pet Tag Annual Renewals—Available after January 1, 2024

We encourage you to renew your pet tag through the City of Temiskaming Shores Pet Licence Online Portal. You must register and use your access code for this option. 

Please renew as soon as possible after January 1, 2024. If your pet tag has a year identified on it (2018 and prior), you must obtain a new permanent tag for a fee of $35.

Please note: Lifetime Registration will be an option soon and in accordance with the Animal Services Program.

Report an animal bite 

If you are bitten or severely scratched by an animal, please seek medical attention and report the incident to the Ontario Provincial Police and the Timiskaming Health Unit. Medical professionals, veterinarians, police or anyone with information about an animal bite should report the incident to the Timiskaming Health Unit at 1-866-747-4305.

Dog Owner’s Liability Act

For issues relating to the Dog Owner’s Liability Act including where a dog has bitten or attacked a person or domestic animal; or a dog has behaved in a manner that poses a menace to the safety of persons or domestic animals, please contact the Ontario Provincial Police, 1-888-310-1122.

Note | Under the Dog Owner’s Liability Act a person may be liable for the actions of their dog if it come be proven before the court that:

• The dog has bitten or attacked a person or domestic animal.
• The dog has behaved in a manner that poses a menace to the safety of persons or domestic animals.
• The owner did not exercise reasonable precautions to prevent a dog from biting, attacking or posing a menace.

Animal Care & Control Pilot Program

There are currently no Dogs in the Pound. 

There are currently no Cats in the Pound. 

The retention of Dogs and Cats at the City facility is intended to be short-term and within the retention periods provided in the By-law, where possible.

Discretionary provisions will apply to situations as they arise that ensure the health and safety of Persons and Animals involved in the matter.

Impounding of Cats that cannot be clearly identified as owned pets is discouraged and shall be addressed by other means such as City sanctioned programs.

The Animal Care and Control Officer may seize, any Dog or Cat, found At Large. The Animal shall be considered impounded at the time and place it is seized.

A seized animal may be impounded for a minimum of 5 business days from the time of impoundment, exclusive of the day on which the Animal was impounded. 

If a impounded animal is not redeemed the Officer may retain the Dog or Cat for further time as they consider proper and may:

• Transfer the Animal to one of the authorized shelters, rescue group or other organization registered with the City
• Euthanized if found to be medically or behaviorally unhealthy and untreatable in alignment with the Asilomar Accords. 

The Animal Care and Control Officer or delegate may in their discretion deliver a seized, licensed Dog or Cat to its Owner without impounding the licenced animal, provided:

• The Officer can make arrangements with the Owner for the return without delay.
• There is no record of that animal being seized in the prior 6 months. 

During the impound period, the Owner of the Dog or Cat shall be entitled to redeem the Animal upon:

• Payment of the impound fees and the board fees
• Payment of any veterinarian fees incurred of the well0being of the Dog or Cat
• Registering the Dog or Cat with Temiskaming Shores Animal Services, if not previously registered.

Responsible pet Owners reduce the number of companion Animals Running At Large, preventing inadvertent breeding and helps mitigate over population within the Municipality. 

Every Owner of a Dog or Cat shall register the Animal with Temiskaming Shores Animal Services on or before January 1st in each year they are the owner of that Dog or Cat. Every person who becomes the Owner of a Dog or Cat after January 1 in any year shall: 

• Register the Dog or Cat with Temiskaming Shores Animal Services within 7 days of becoming the owner of the Animal,
• On or before January 1 in each year thereafter.

Not Applicable 

• No Person needs to register a Dog or Cat before the Animal reaches the age of 12 weeks. The proof of the age of the dog or cat shall rest with the Owner. 
• The Ower of a Cat(s) who resides in a Dwelling Unit in an area which is zones "rural" or "agriculture" pursuant to the Zoning By-law, shall not be required to register his or her Cat(s), provided the property on which the Dwelling Unit is located is used for agricultural uses, as defined in the Zoning By-law. 

Registration Expire

The registration of a Dog or Cat shall expire upon the earliest of:

• The transfer of Ownership of the Dog or Cat for which it was issued. 
• The death of the Dog or Cat for which it was issues, including lifetime registrations.
• December 31 of the year in which it was issued, unless the Dog or Cat was registered for a Lifetime Tag. 

We encourage you to register your pet tag through the City of Temiskaming Shores Pet License Online Portal. You must register and use your access code for this option.

Replacement pet Tags are only available at City Hall. 

Temiskaming Shores Animal Services is the Registrar responsible for issuance of Tags and may appoint agents for issuance of Tags. Animal Services may revoke any such appointments for such reasons as determined. 

Every person who applies to register a Dog or Cat, must complete the necessary form, and provide the following:

• Name of the Dog or Cat.
• Description of the Dog or Cat such as sex, age, breed, colour and temperament. 
• Note any identifiers such as a Microchip implanted or permanent tattoo.

• Disclose if the Dog is a Livestock Guardian Dog, or a Herding Dog.
• Disclose if the Dog or Cat is spayed or neutered.
• Pay the required registration fee.

Upon the applicant providing all information and documentation required, and paying the appropriate registration fee, the Dog or Cat shall be registered, and shall be issued a Dog Tag or Cat Tag, which bears a unique serial number, shows the year of issue and other related information. 

Every Owner of a registered Dog or Cat shall advise within 7 days thereafter of:

• Owner change of address or phone number 
• Sale or other transfer of Ownership of the Dog or Cat

Every Owner of a Dog or Cat shall keep the Tag securely fixed on the Dog or Cat for which the Tag was issued, at all times during the term of issue. 

• No person shall remove a Tag from a Dog or Cat without consent of the Owner.
• No personal shall attach a Tag to a Dog or Cat other than the Dog or Cat for which it was issued. 

Not Applicable 

• While the Dog or Cat is contained within the Dwelling Unit of its Owner.
• Where a veterinarian has determined it is necessary to remove the Tag for medical treatment of that Dog or Cat.
• While the Dog is being lawfully used for hunting.
• If the Dog is a Livestock Guardian Dog or a Herding Dog and the Dog is being actively used in farming practices and has been Tattooed or implanted with a Microchip.

Temiskaming Shores Animal Services shall issue a replacement Dog Tag or Cat Tag to the Owner of a registered animal upon:

• Application of the Owner
• Evidence satisfactory to Animal Services that the Tag was lost or damaged
• Payment of the prescribed replacement Tag fee 

Every owner of a Dog or Cat must purchase a Tag on or before January 1st each year that he or she is the Owner of the Animal.

Legacy Provision

Any person who, on November 21, 2023, was lawfully keeping more than the total allowable number of animals stated may keep the number of Dogs and Cats over the total number permitted until they have died or relocated. 

The number of pets must still meet the provisions of Bylaw 2013-051 and all Animals must be registered previously to November 21, 2023. 

Not Applicable

• A licensed kennel
• A veterinary hospital
• A pet shop
• A pound
• A newborn litter of Dogs or Cats kept under the age of 12 weeks old
• Farn Dogs or Cats
• A rescue shelter or authorized person organization affiliated with a rescue group. 

Every Owner of a Dog, Cat or other Animal shall immediately remove any excrement left by the Animal in the City

• On a highway or roadway
• In a public park
• On any public property
• On any private property other than the property of the Owner of the Animal. 

Every Owner of an Animal shall removed from their premises excrement left by such Animal so as not to disturb the enjoyment, comfort, convivence of any person in the vicinity of the premises. 

Note: This is not applicable for Service Animals 

Murray Daniels Field

Welcome to Murray Daniels Dog Park, 50,000 sq/ft fenced canine oasis. Dogs are permitted to be off leash in this designated area. 

Park Rules 

• Dog owners and park users assume ALL risk related to park use.
• Open from sunrise to sunset every day.
• Dog owners must always be present and within view of their dogs.
• Dogs must be under voice control while off-leash.
• Aggressive dogs are not allowed in the park.
• Dog owners must always have a leash in hand.
• Female dogs in heat and puppies under 6 months of age are not permitted in the park.
• Any holes dug must be filled in by the dog owner.
• All feces must be picked up by the dog owner and removed or deposited in waste receptables.
• No glass or ceramic allowed within the park.
• All dogs must be licensed with their local municipality.

No person may bring any Dog, Cat or Animal into an Animal Prohibited Area as listed below.

A person may keep in a Dwelling Unit or on a Premises not more then a total of 6 of any combination of household birds. Household birds must be kept in an escape proof enclosure.

No person may keep in a Dwelling Unit or on a Premises not more then 3 Hens zoned "residential" within the City.

No person may keep a rooster over the age of 12 weeks. 

A person may keep in a Dwelling Unit or Premises in the City not more then a total of 6 rabbits over the age of 8 weeks.

• Any rabbit kept outside must be kept in a rabbit hutch.
• All waste matter from any rabbit hutch must be disposed of in a proper and sanitary manner and is not burned or stored. 

A person may keep in a Dwelling Unit or on the Premises in the City not more then a total of 6 of any combination of mice, rats, guinea pigs, hamsters, gerbils.

A person may keep in a Dwelling Unit or on the Premises in the City not more then 2 ferrets. 

Animals must be housed and kept in an escape proof enclosure.

A person may keep in a Dwelling Unit or on the Premises in the City not more than 2 non-venomous snakes and 2 non-venomous lizard.

Animals must be house and kept in an escape proof enclosure. 

A snake may be carried or displayed in:

• An education institution or research facility where such animals are housed or studies.
• An educational or entertainment display, including a circus or zoo, that is supervised at all times by a qualified handler. 
• A veterinary hospital or clinic.
• The premises of a pet store. 

No person shall carry or display a snake on any highway or in any public place or other place to which the public is customarily admitted. 

Exception

While transporting or carrying, confine the snake in a cloth bag which has been placed inside a box made of durable material with a lid that has been fastened securely, provided that the animal has sufficient air to breathe. 

A person may keep horses, cattle, goats, swine, mink, sheep, mules, domestic fowl or similar livestock, provided such are kept on a property appropriately zoned for such purposes by the Zoning By-law.

Emergency Situations

Call 911 or your local police if a bear poses an immediate threat to personal safety and exhibits threatening or aggressive behaviour, such as:

• enters a school yard when school is in session
• stalks people and lingers at the site
• enters or tries to enter a residence
• wanders into a public gathering
• kills livestock/pets and lingers at the site

Police will respond first to an emergency situation, but may request assistance from the ministry during daylight hours.

Non-emergency Encounters

Call the toll-free Bear Wise reporting line at 1-866-514-2327 if a bear:

• roams around or checks garbage cans
• breaks into a shed where garbage or food is stored
• is in a tree
• pulls down a bird feeder or knocks over a barbecue
• moves through a backyard or field but does not linger

This line operates 24 hours a day, seven days a week, from April 1 to November 30
