Integrity Commissioner

Council appointed Harold G. Elston as Integrity Commissioner to provide services regarding the application of the Code of Conduct for Elected and Appointed Officials, and the Municipal Conflict of Interest Act, l R.S.O. 1990, Chapter M.50.

The Integrity Commissioner is an independent and impartial position that reports directly to Municipal Council, and whose powers and duties are set out in the Municipal Act, 2001. The Integrity Commissioner is responsible for oversight of the Code of Conduct for Members of Council, Committees and Local Boards.

Responsibilities include:

  • Investigates complaints and potential breaches to the Code of Conduct by Members of Council;
  • Reviews and make recommendations to the Code of Conduct;
  • Advises and educates Members of Council on the Code of Conduct;
  • Provides reports to Council, summarizing their activities;
  • Reports findings and recommended actions following an investigation of a complaint against the Code of Conduct.

Municipal Act, 2001

Individuals who would like to make a formal complaint if they believe or witness a Member of Council not following the Code of Conduct, can do so by following the Complaint Procedure and submitting a signed Formal Complaint Affidavit to the Municipal Clerk. Once submitted, it is filed with the Clerk and forwarded to the Integrity Commissioner.
