The City of Temiskaming Shores is inviting registrations from qualified contractors for the supply of tri axle trucks, complete with operators, for winter snow removal operations.
The purpose of this Expression of Interest is to develop a qualified contractor list for the rental of tri axle trucks for snow removal purposes. The registration process will establish the terms and conditions under which the City and participating contractors will work and provides for a set hourly rental rate.

Proponents will receive an automatic email confirming that their submission has been received. Late submissions, faxed submissions, mailed submissions, partial submissions, and submissions emailed directly to City staff will not be accepted.
Project Overview
The City requires tri axle trucks, complete with operators, to assist with winter snow removal operations on municipal roadways. Trucks will be called in as and when required from the registered contractor list and are intended to complement City and contractor-owned equipment.
This Expression of Interest does not guarantee any volume of business or number of hours. Trucks will be called on an individual and rotational basis according to availability and operational requirements.
Scope of Work Highlights
- Supply tri axle trucks complete with qualified operators for winter snow removal operations.
- Provide trucks with a dump body having a minimum volume of 20 cubic metres.
- Provide equipment and operators for designated routes determined by the Superintendent of Transportation or designate.
- Make equipment available Monday through Sunday when called upon as required.
- Ensure equipment is at the assigned route and ready to begin operations at the time specified by the City.
- Maintain all equipment in good mechanical and physical condition throughout the Agreement.
- Provide replacement equipment with compatible specifications if an accepted unit becomes inoperable.
Equipment / Deliverables
Tri axle trucks offered under this Expression of Interest must meet the minimum specifications outlined in the procurement document, including:
- Minimum 20 cubic metre truck box volume.
- Sufficient manufacturer Gross Vehicle Weight Rating and Gross Axle Weight Rating for the complete unit and load.
- Audible backup warning devices or alarms.
- Rear tires with snow traction type tread suitable for winter operations.
- Accurate speedometer and odometer.
- Current Periodic Mandatory Commercial Vehicle Inspection sticker dated after September 1 in the year of the Agreement and valid throughout the winter season.
Required documentation includes:
- Completed Confirmation of Expression of Interest Form.
- Completed Non-Collusion Affidavit.
- Completed Conflict of Interest Declaration.
- Completed Accessibility for Ontarians with Disabilities Act, 2005 Compliance Agreement.
- Proof of insurance coverage prior to commencement of work.
- Evidence of required commercial vehicle inspection compliance.
- Valid Commercial Vehicle Operator’s Registration (CVOR).
- Certificate of good standing from the Workplace Safety & Insurance Board.
Project Schedule Requirements
The initial Agreement covers the winter season from December 1, 2026 through April 30, 2027.
Contractors must be available Monday through Sunday when called upon by the Superintendent of Transportation or designate. Snow removal operations occur primarily after business hours and mainly, but not exclusively, between 12:00 a.m. and 7:00 a.m.
The City does not guarantee any number of hours and may revise the hours worked as operational requirements warrant.
Evaluation Overview
Contractors that comply with the terms, conditions, and specifications of the Expression of Interest will be considered on the basis of:
- Willingness to accept.
- Truck availability.
- Documentation submitted.
No contractor will be contacted to work for the City without a completed and approved Contractor Expression of Interest Form.
Important Notes / Compliance
- The hourly rental rate established by the City is $132.00 per hour, excluding applicable taxes.
- The hourly rate must remain firm through April 30, 2027.
- No fuel surcharges will be permitted.
- There is no guarantee of work volume or number of hours.
- The Agreement is non-exclusive.
- Commercial General Liability Insurance of at least $5,000,000 per occurrence is required.
- Automobile Liability Insurance of at least $5,000,000 per occurrence is required.
- Insurance policies must include the City of Temiskaming Shores as an additional insured and contain a cross-liability clause.
- Contractors must comply with the Accessibility for Ontarians with Disabilities Act, 2005.
- Contractors must comply with applicable Occupational Health & Safety requirements and Ministry of Transportation requirements.
- Subcontracting is not permitted under the terms of the Agreement.
- Respondents are responsible for reviewing and acknowledging all addenda issued by the City.
