The City of Temiskaming Shores is inviting proposals from qualified firms or individuals for the completion of a Housing Needs Study for the City of Temiskaming Shores.
The Housing Needs Study will provide a comprehensive assessment of current and projected housing needs, identify gaps and barriers across the housing continuum, and provide practical recommendations and implementation priorities to support housing development and affordability in the community. The process will include data collection and analysis, stakeholder engagement, identification of current and future housing needs, and preparation of a concise and actionable study with recommendations and an implementation framework.

Late proposals will not be accepted. Proposals submitted by fax, mail, direct email to City staff, or as partial proposals will not be accepted.
Project Overview
The City is seeking a qualified consultant to develop a comprehensive Housing Needs Study that identifies current and future housing needs within Temiskaming Shores and establishes strategic priorities, goals and concrete actions to address housing needs over the next 10 years.
The work will consider the entire housing continuum, including rental and ownership housing, workforce housing, permanent and itinerant housing, affordable and attainable housing, seniors’ housing, supportive housing, and housing for vulnerable and priority populations.
Scope of Work Highlights
- Work Plan and Timeline: Develop a detailed work plan identifying key activities, deliverables, milestones, consultation opportunities and anticipated completion dates.
- Review of Existing Plans, Policies and Studies: Review relevant municipal and external plans, policies, by-laws, reports, housing policies, legislation and available demographic and market information.
- Communications and Engagement Plan: Identify key stakeholders, engagement objectives, methods, timing, responsibilities and approaches for communicating project findings and recommendations.
- Housing Needs and Market Analysis: Assess population and household growth, demographics, household income, core housing need, housing supply, tenure, affordability, housing costs, development trends, land availability, infrastructure, servicing and economic factors influencing demand.
- Stakeholder and Community Consultation: Engage Council, municipal staff, residents, housing providers, developers, community organizations, agencies, Indigenous communities, employers and other relevant stakeholders.
- Housing Needs Study: Prepare a concise, practical and evidence-based final study with strategic goals, recommended actions, implementation priorities and tools for measuring progress.
- Presentation to Council: Present the completed Housing Needs Study and its key findings and recommendations to Council.
Deliverables
The final Housing Needs Study is expected to include, among other items:
- A summary of current and projected housing needs over a 10-year planning horizon
- An assessment of housing supply, demand, affordability and gaps
- Identification of priority housing types, tenure options and target populations
- Key values and guiding principles
- Strategic goals and objectives with a 10-year focus
- Strategic opportunities and recommended actions
- Identification of municipal, regulatory, policy, financial, infrastructure and other barriers to housing development
- Recommendations for addressing housing gaps and barriers
- An implementation plan identifying actions, priorities, timelines, potential partners and responsible parties
- Key performance indicators and measurement tools
- A clear roadmap for implementation and achievement of the City’s housing objectives
Project Schedule Requirements
Proponents are expected to provide a project plan, approach and methodology, including a schedule for achieving project deliverables. The successful consultant will also develop a detailed work plan and timeline identifying key activities, deliverables, milestones, consultation opportunities and anticipated completion dates. The completed Housing Needs Study and its key findings and recommendations must be presented to Council at a meeting determined by the City.
Evaluation Overview
Proposals will be evaluated using the following categories:
- Qualifications, Expertise and Performance on Similar Projects: 25%
- Understanding of the Project Goals: 25%
- Completeness and Schedule: 25%
- Estimated Fees and Disbursements: 25%
The City reserves the right to accept or reject any or all proposals, and the lowest priced proposal will not necessarily be accepted.
Important Notes / Compliance
- Proposals must remain valid for 60 days from the submission date.
- The Form of Proposal must be completed and signed by the bidder or responsible official.
- Proponents are responsible for checking the City’s website for all addenda and acknowledging receipt of applicable addenda on the Form of Proposal.
- Potential conflicts of interest must be identified and described in the proposal.
- The successful proponent must maintain Commercial General Liability Insurance with coverage of no less than $5,000,000 per occurrence, with the City of Temiskaming Shores named as an additional insured and a cross liability clause.
- The successful proponent must provide evidence of a Certificate of good standing from the Workplace Safety & Insurance Board within 30 days of notification of acceptance and prior to commencement of work.
- Bidders must comply with the Accessibility for Ontarians with Disabilities Act, 2005 and applicable regulations.
- Proposals become the property of the City and are subject to the Municipal Freedom of Information and Protection of Privacy Act.
- Any proprietary or confidential information contained in a proposal should be clearly identified.
