Request for Proposal: PW-RFP-004-2026 – Well Pumping Equipment Replacement and Well Inspection
The existing pumping equipment in one of the two wells at the McCamus Water Treatment Plant, located at 301 McCamus Avenue in New Liskeard, was installed in 2009 and is now showing signs of fatigue. The well is also overdue for inspection, making replacement and maintenance work necessary to support continued operations.

Project Overview
This project includes the supply of replacement pumping equipment and the completion of well and pump maintenance, inspection, and installation activities at the McCamus Water Treatment Plant.
Replacement equipment identified in the RFP includes a Layne 12RKBL-3 Stage Bowl Assembly, a Layne Style Oil Lube Column Assembly, and a 40 hp USEM VHS Motor, along with associated components required for installation.
Scope of Work Highlights
- Removal of old and installation of new pumping equipment
- Performance check
- Residual oil removal
- Wire brushing of the 16” well casing and debris removal
- Pre- and post-camera inspection
- Well and equipment disinfection in accordance with MECP and AWWA standards, including preparation of a disinfection report
- Flushing and operational check
- Final project report
Schedule and Site Visit
Project timelines are important to the City. Proponents are expected to include a detailed project schedule with key milestones and identify all work required to complete the contract.

Proposal Evaluation
Proposals will be evaluated by City representatives using quantitative and qualitative criteria, including submitted forms, the proponent’s capability to meet the scope of work, response quality, overall value in relation to cost, experience, schedule, and any value-added services offered.
Important Notes
- H.S.T. will be applicable to the supply of labour and equipment
- Proponents should allow sufficient time to complete the electronic submission process
- The successful proponent will be required to provide insurance and WSIB documentation, as outlined in the RFP
- AODA compliance documentation forms are included with the bid package
