Project Overview
The City is advancing transit improvements through the Ontario Transit Investment Fund (OTIF), including the development of a new downtown transit hub in New Liskeard to support local and regional transit connections.
The project site is an existing municipal gravel parking area located between Wellington Street South and Armstrong Street South, south of Whitewood Avenue.
The City is seeking an integrated design that balances transit operations, accessible public parking, pedestrian circulation, community gathering opportunities, environmental sustainability and long-term municipal maintenance requirements.
The successful Proponent will develop alternative concepts, coordinate public consultation, prepare preliminary and detailed designs, provide construction cost estimates and produce tender-ready construction documents.
Scope of Work Highlights
The consulting assignment includes the following principal components:
- Existing Conditions and Site Assessment: Review site conditions, property information, surveys, utility infrastructure, drainage, accessibility, existing EV charging infrastructure and potential regulatory constraints.
- Site Planning and Urban Design: Develop a coordinated site layout incorporating transit operations, public parking, pedestrian connections, landscaping, public amenities, safety and winter maintenance considerations.
- Transit Hub Design: Plan an accessible passenger waiting shelter, public washrooms, boarding areas, transit information provisions, site lighting and potential security infrastructure.
- Transit Circulation and Parking: Assess transit vehicle movements, loading and unloading areas, accessible parking, public vehicle circulation and reconstruction of the existing gravel parking area.
- Stormwater Management: Evaluate site drainage, grading, storm sewer infrastructure and feasible low-impact development solutions, including permeable surfaces, bioswales and rain gardens.
- Community Event Space: Explore flexible public gathering areas and opportunities for a covered Farmers' Market structure, including the potential for phased implementation.
- Municipal Servicing and Electrical Design: Address water and sanitary connections, drainage, electrical servicing, lighting, communications infrastructure and future technology provisions.
- Concept Development and Public Consultation: Prepare at least two design alternatives and facilitate one Public Information Centre to present preliminary concepts and gather community feedback.
- Detailed Design and Tender Preparation: Prepare engineering and design drawings, specifications, cost estimates, supporting documentation and construction tender packages.
- Regulatory Approvals: Identify required permits and approvals and assist the City with the applicable approval processes.
