Request for Proposal: RS-RFP-001-2026 – Park Concessions
The City of Temiskaming Shores is inviting proposals from individuals and businesses to operate outdoor concessions at select municipal recreation spaces for the 2026 season.

Available Concession Locations
Haileybury Beach Concession
- Address: 309 Broadway Street, Haileybury
- Size: Approx. 400 sq. ft.
- Seasonal Use: Beach staffed by lifeguards 12:00 p.m.–6:00 p.m., 7 days/week (late June to mid/late August)
- City-Provided Equipment: Fridge/freezer, Ninja blender, sandwich grill, portable French fry machine
Dymond Sports Park Concession
- Address: 400 Laurette Street, Dymond
- Size: Approx. 300 sq. ft.
- Facility Use (2025): 408 hours
- City-Provided Equipment: Fridge/freezer, Ninja blender, sandwich grill
Algonquin Beach Park (Food Truck Location)
- Address: 100 White’s Drive, New Liskeard
- Location: Near the New Liskeard Centre diamond (within the park)
- Facility Use (2025): 704 hours
- Servicing: 0.5” water connection and 30-amp electrical connection
Proponents may submit proposals for one or more of the locations.
Minimum Requirements (2026)
- Term: Proposals for a lease period of 1 to 3 years (for 1–3 locations).
- Minimum Operating Window: June 24, 2026 to August 24, 2026.
- Operating Schedule: Must align with high-traffic times and be approved by the municipality.
- Items: Sale of confectionery items (menus and service approach to be included in proposal).
- Health & Safety: Must comply with all Northeastern Public Health requirements and City policies.
- Food Truck Location: Successful proponent must obtain and maintain a valid Refreshment Vehicle Licence (annual application requirements apply, including a $250 fee and supporting inspections/documentation).
How to Submit
Submissions must be made electronically through the City’s Electronic Bid Submissions Portal and uploaded as a PDF (maximum 50 MB).
