Request for Proposal: RS-RFP-002-2026 – Level 2 EV Chargers

The City of Temiskaming Shores is seeking proposals from qualified and experienced contractors for a comprehensive, turn-key installation of twelve Level 2 AC electric vehicle chargers at three locations within the municipality.

Late proposals will not be accepted. Proposals submitted by fax, mail, partial submission, or direct email to City staff will not be accepted.

The project will provide twelve Level 2 AC electric vehicle chargers across three municipal locations, with four chargers and four charging ports at each site.

Each installation must provide four charging ports capable of delivering at least 11.5 kW each and must operate on a pay-per-use basis. The installations must comply with the City's EV ChargeON Funding Agreement and all relevant municipal, provincial, and federal requirements.

Site 1 – Waterfront Pool & Fitness Centre

Site 3 – Temiskaming Shores Public Library
285 Whitewood Avenue, New Liskeard, Ontario

• Utilize existing electrical service from the building
• Four wall-mounted chargers on the exterior of the brick building
• Four chargers and four ports in total

• Obtain all required permits and approvals for the installation and operation of the charging stations
• Provide all required equipment, materials, labour, software, and commissioning services for a complete turn-key installation
• Supply and install EV charging units and all components required for fully operational installations
• For Site 1, provide the required meter base, disconnect, electrical panel, and lockable cabinet
• Ensure site preparation, signage, charging equipment, payment systems, networking systems, and electrical connections meet applicable requirements
• Act as the City's primary representative for coordination with Hydro One and the Electrical Safety Authority
• Coordinate with the equipment manufacturer, City, networking providers, Hydro One, and subcontractors
• Provide one year of network management services, including payment processing and back-end user access
• Provide a 30-minute training session for City staff on charger management software, troubleshooting, network operation, and reporting
• Provide a minimum one-year warranty on materials and workmanship and at least one year of ongoing troubleshooting and maintenance support

• Charging Type: Level 2 AC charging units with a rated output of at least 11.5 kW per charger
• Connectors: Each site must include two J1772 and two NACS connectors
• Manufacturing: Charging units must be “Made in Canada,” as defined in the RFP
• Connectivity: 4G network connectivity for remote monitoring, payment processing, and software updates
• Networking: Open network integration with real-time monitoring and reporting and Open Charge Point Protocol (OCPP) compliance
• Management: Demand monitoring, dynamic load control, idle fee capability, and fleet management controls
• Charging Cables: Minimum 12-foot cable length
• Payment Options: Contactless credit/debit card reader, mobile app, and QR code linking to a mobile website
• Durability: Equipment suitable for outdoor operation in Northeastern Ontario weather conditions and resistant to vandalism and wear
• Safety: CSA, UL, or equivalent certification, fault protection systems, and applicable accessibility requirements

• The successful proponent must provide a proposed work schedule within 15 business days of contract signing
• The Director of Recreation must receive at least 48 hours' notice prior to site mobilization
• All work must be completed by May 1, 2027
• Proposals must include a milestone chart identifying the expected timeline for each major stage of the project, including anticipated construction start and completion dates

Proposals will be evaluated based on the information submitted by each proponent. The City's evaluation criteria are weighted as follows:

• Experience of the proponent and subcontractors on similar projects: 15%
• Proposed equipment and installation: 35%
• Ongoing services and value-added items: 20%
• Estimated fees and disbursements: 30%

The lowest priced proposal will not necessarily be accepted. Capital costs for the EV chargers and associated installation will be evaluated separately from required ongoing operational costs such as network access, charger management, and payment processing fees.

• Proposals are limited to 40 pages in total, including the cover page and required Forms 1 through 6. Submissions exceeding the page limit will not be considered.
• A completed Domestic Supply Chain Plan is a mandatory eligibility requirement under the Municipal Buy Ontario Procurement Directive and will be evaluated on a pass/fail basis.
• Submissions must include documentation verifying the country of origin for major goods identified in the Domestic Supply Chain Plan.
• The successful proponent must maintain Commercial General Liability Insurance of no less than $2,000,000 per occurrence, with the City of Temiskaming Shores named as an additional insured and a cross-liability clause.
• The successful proponent must provide evidence of a WSIB Certificate of good standing prior to commencement of work.
• The bidder must comply with the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) and applicable accessibility requirements.
• All materials, equipment, installation work, and services must comply with applicable municipal, provincial, and federal standards, legislation, safety requirements, and electrical codes.
• Proponents are responsible for ensuring they have received and acknowledged all addenda issued by the City.
• Any proprietary or confidential information contained in a proposal should be clearly identified. Proposals are subject to the Municipal Freedom of Information and Protection of Privacy Act.
