The City of Temiskaming Shores is inviting quotations from qualified civil contractors for storm system infrastructure upgrades on Russell Street in Haileybury.

Late quotations will not be accepted. Quotations submitted by fax, mail, direct email to City staff, or as partial quotations will not be accepted.

The Russell Street storm project involves the abandonment of existing storm sewer infrastructure and installation of new storm sewer pipe and associated work between Georgina Avenue and Sutherland Way in Haileybury. Existing storm maintenance holes and catchbasin structures are assumed to remain in place unless otherwise identified. Minor roadway restoration and surface reinstatement are also included.

• Complete utility locates, mobilization and site setup.
• Provide traffic control in accordance with Ontario Traffic Manual standards. The City will supply road closure notices if required.
• Sawcut and remove asphalt as required.
• Remove and/or abandon existing storm pipe within the project limits.
• Clean, inspect and confirm the condition and inverts of existing storm maintenance holes and catchbasins that are to remain.
• Supply and install approximately 165 metres of new 300 mm plastic storm sewer pipe.
• Connect new storm pipe to existing structures, including core drilling, trimming and grouting as required for watertight connections.
• Confirm positive drainage and adjust pipe grades as required to maintain hydraulic performance.
• Backfill trenches with approved granular material and compact to municipal standards.
• Restore the road base with Granular A as required to match existing conditions.
• Reinstate asphalt within disturbed areas to match the thickness of the existing roadway.
• Re-establish roadway drainage patterns so surface water is directed to existing catchbasins.
• Restore disturbed boulevards, shoulders, driveways and adjacent gravel or paved surfaces.
• Provide topsoil, seed and reinstatement of disturbed boulevard and landscaped areas.
• Remove excess materials, clean the site and demobilize following completion.

• Approximately 165 metres of new 300 mm plastic storm sewer pipe.
• Approved granular backfill material and Granular A road base material.
• Asphalt and surface restoration within disturbed areas.
• Restoration of boulevards, shoulders, driveways, landscaped areas and other disturbed surfaces.
• Completed and signed Form of Quotation.

• List of proposed sub-contractors.

Time is of the essence. The contractor shall endeavour to have the work completed by December 31, 2026.

Quotations that comply with the terms, conditions and specifications of the RFQ will be evaluated based on:

• Price within the allocated budget.
• Availability to perform the work and/or supply goods.
• Previous performance evaluations.

The City reserves the right to accept or reject any or all quotations, and the lowest priced quotation will not necessarily be accepted. The awarding of the contract may be subject to the approval of City Council.

• Insurance: The successful proponent must obtain and provide evidence of Commercial General Liability Insurance with coverage of no less than $5,000,000 per occurrence and Automobile Liability Insurance with coverage of no less than $5,000,000 per occurrence. The City of Temiskaming Shores is to be included as an additional insured and the policies are to contain a cross liability clause.
• WSIB: The successful proponent must provide a Certificate of good standing from the Workplace Safety & Insurance Board within 10 days of notification of acceptance and prior to commencement of work.
• AODA: Bidders must comply with the Accessibility for Ontarians with Disabilities Act, 2005 and applicable regulations concerning the provision of goods or services to persons with disabilities.
• Occupational Health and Safety: Proponents are responsible for complying with applicable occupational health and safety requirements.
• Addenda: Proponents are solely responsible for ensuring they have received and acknowledged all addenda issued by the City and for checking the City website for addenda.
• Submission Forms: Required RFQ forms include the Form of Quotation, Non-Collusion Affidavit, Conflict of Interest Declaration, AODA Compliance Agreement and List of Proposed Sub-Contractors.
• Pricing: Line items and the total contract price must be clearly indicated. HST is applicable to the supply of labour and equipment.
• Freedom of Information: Quotations become the property of the City upon submission and are subject to the Municipal Freedom of Information and Protection of Privacy Act. Proprietary or confidential information should be clearly identified.
