The City of Temiskaming Shores is seeking to procure a qualified Contractor for the provision of concrete sidewalk and curb repairs at various locations throughout the City, in accordance with the specifications and timelines outlined in the Tender.
This Request for Tender is for reactive and intermittent concrete sidewalk and curb repair work required as a result of infrastructure failures, including but not limited to watermain and sanitary sewer breaks. The successful Contractor must be available to complete repairs on an as-required basis and be capable of mobilizing to site within three calendar days of notification, weather permitting and at the City’s discretion.

Late Tenders will not be accepted. Tenders submitted by fax, mail, partial submission, or direct email to City staff will not be accepted.
Project Overview
The work under this contract is driven by reactive maintenance requirements and will occur at various locations throughout the City as conditions arise. The City has identified numerous areas requiring repair due to infrastructure failures; however, additional locations may be added throughout the duration of the contract. The City makes no guarantee as to the exact quantities or locations of work.
Scope of Work Highlights
- Construction and/or repair of concrete sidewalks and curb at various locations throughout the City
- Supply of all materials, labour, and equipment required for successful completion of the work
- Removal, excavation, granular placement, compaction, forming, grading, finishing, curing, and protection of the work
- New concrete work must match existing sidewalk thickness and tie smoothly into adjacent infrastructure to eliminate trip hazards
- Work must be completed in accordance with OPSS 351, OPSS 353, and OPSS 1350 for concrete materials
- Traffic control must be provided in accordance with the Ministry of Transportation Traffic Control Manual for Roadway Work Operations

- List of Proposed Sub-Contractors
- Signed letter from the proposed concrete supplier confirming the ability to meet the supply and delivery requirements of the contract
Project Schedule Requirements
- The Contractor must mobilize to site within three calendar days of notification, weather permitting and at the City’s discretion.
- The Contractor must be available to perform work on an as-required basis, including multiple mobilizations and demobilizations throughout the contract.
- Work locations may be issued individually or in small groupings.
- For safety reasons, regular hours of work are considered daylight hours. No work shall continue after dark or commence prior to sunrise.
Evaluation Overview
Tenders that comply with the terms, conditions, and specifications outlined in the Tender will be evaluated on the basis of:
- Price within allocated budget
- Availability to perform the work and/or supply goods
- Previous performance evaluations
The City reserves the right to reject any or all Tenders for reasonable cause and to accept any Tender if considered in the best interest of the City. The lowest or any Tender will not necessarily be accepted.
Important Notes / Compliance
- The Form of Tender must be signed by the Bidder or responsible official of the firm bidding.
- Line items and total contract price must be clearly indicated.
- H.S.T. will be applicable to the supply of labour and equipment.
- Bidders must acknowledge receipt of all addenda on the Form of Tender.
- The successful Proponent must provide Commercial General Liability Insurance with coverage limits of no less than $5,000,000 inclusive per occurrence.
- Automobile Liability Insurance of no less than $5,000,000 inclusive per occurrence is required if applicable.
- The successful Proponent must provide a Certificate of good standing from the Workplace Safety & Insurance Board.
- The Bidder must comply with the Accessibility for Ontarians with Disabilities Act, 2005 and related regulations.
- The Contractor shall guarantee materials and workmanship for twelve months from the date of acceptance of the work by the Manager of Transportation Services.
- The City reserves the right to have materials tested on an intermittent and/or ongoing basis to ensure adherence to specifications.
