City of Temiskaming Shores Water Meter and Utility Billing Update
The City of Temiskaming Shores has provided an update on its enhanced Industrial, Commercial and Institutional (ICI) Water Metering Program, an important step toward fair, transparent, and sustainable water and sewer billing in the community.
The enhanced ICI Water Metering Program officially launched on July 3, 2025. Under the updated model, ICI properties are transitioning from flat-rate billing to a system where water supply and consumption charges are based on actual use. Residential properties are not affected by this change and continue to follow the long-established flat-rate billing system included in annual property tax billing.
What This Means for ICI Establishments
All properties enrolled in the Water Metering Program are now billed based on the following structure:
Water Consumption Charge: $1.51 per cubic metre (2025 rate)
Billing Frequency: Quarterly
Fixed Charge: Monthly water supply charge based on meter size
Sewer Charge: Set at 85% of total water utility charges and included on the same utility bill
The City notes that this new billing model is designed to be fair and transparent, meaning ICI establishments that use less water will pay less than those with higher water usage. To support the transition, the City previously issued mock (sample) bills for the first and second quarters of 2025 to help property owners understand what charges would look like under the new system.
Billing Transition Update
The City has confirmed that official utility bills have now been issued for the third quarter of 2025, and that fourth quarter bills will be issued shortly.
Because the enhanced meter program was implemented mid-year, billing adjustments are being made to ensure ICI establishments are not billed twice.
For properties that were previously billed using a flat-rate model, one-half of the annual flat-rate water and sewer charges billed on the 2025 property tax account has been credited on the first official quarterly utility bill. This reflects the move to metered billing for the second half of the year.
Properties that were already billed based on consumption before the enhanced program continued under the former billing method for the first half of 2025, with necessary tax account adjustments applied as part of the transition. The enhanced meter billing method now applies to water consumption from July 3, 2025 forward.
Payment and Account Information
• Online payments are not yet available
• Pre-authorized payment plans are not yet available
• Updates will be shared once these services are implemented
• Credit balances will remain on accounts during the transition period
• Refund requests, where applicable, may be reviewed once the full transition is complete
Please note: This update applies to Industrial, Commercial and Institutional (ICI) establishments enrolled in the metering program. Residential water and sewer billing continues under the existing flat-rate model.
The City thanked the community for its patience and cooperation throughout the transition, noting that consumption-based billing is an important step in modernizing services and ensuring a fair system for all ICI establishments.
