CD-RFP-001-2026 – Economic Development Strategic Action Plan
The City of Temiskaming Shores invites proposals from qualified firms or individuals for the development of a new Economic Development Strategic Action Plan and the identification of implementation priorities to assist in guiding the City in decision-making, planning and execution of key initiatives through the next 10 years.

Bids must be submitted electronically using the Electronic Bid Submissions Portal on the City’s website.
- Submissions must be in PDF format and no larger than 50 MB.

- Proponents will receive an automatic email response to confirm the submission has been received.
Important: Late proposals, proposals by fax, proposals by mail, partial proposals, and proposals emailed directly to City staff will not be accepted.
Project Overview
The process involves the preparation, development and delivery of a comprehensive plan to guide future decisions with a clear implementation plan, including goals, objectives and actions with an identified road map for success.
The Strategic Action Plan shall evaluate and reflect the City of Temiskaming Shores’ role as the regional economic and service hub for the broader Timiskaming region and identify opportunities to strengthen regional economic outcomes through collaboration with neighbouring communities.
Scope of Work Highlights
- Identify and research the most promising business attraction opportunities for the community.
- Facilitate and conduct the economic development strategic planning process with assistance from Council, Senior Staff and input from stakeholders.
- Prepare a detailed work plan and project schedule with milestones.
- Review relevant existing by-laws, strategies, plans, policies and reports.
- Prepare a communications plan for the project.
- Analyze demographic, economic, labour force and industry trends.
- Include sector opportunity assessments and business attraction strategies for priority sectors including mining, agriculture, forestry, manufacturing and value-added processing.
- Complete a location quotient or similar analysis to establish “best bet” sectors, benchmark Temiskaming Shores to similar northern and rural economic hubs, and identify differentiators and market opportunities for business attraction.
- Coordinate and facilitate a consultation process that includes input from Council, staff, residents, Indigenous communities, neighbouring communities, regional sector organizations, industry representatives and institutional stakeholders.
- Present the plan to Council.
Deliverables
- A new Economic Development Strategic Action Plan establishing the City’s strategic economic development goals for business attraction.
- Actionable recommendations, implementation strategies and timelines to support successful execution of key initiatives through the next 10 years.
- A stakeholder engagement process involving Council, staff, key agencies and individuals through meetings, open houses, surveys or other methods.
- Strategic goals with a 10-year focus.
- Key values and guiding principles.
- A list of strategic opportunities relevant to the City.
- An implementation plan showing short-term, medium-term and long-term objectives.
- Specific actions to be undertaken, key performance measurement tools and an identified road map for success.
Project Schedule Requirements
Proposals must include a detailed work plan, project schedule and milestones. The implementation plan must identify short-term objectives of 1 to 3 years, medium-term objectives of 4 to 6 years, and long-term objectives of 7 to 10 years.
Evaluation Overview
Proposals will be evaluated based on the information provided by the Proponent. Evaluation criteria include:
- Qualifications, expertise and performance on similar projects – 25%
- Understanding of the project goals – 25%
- Completeness and schedule – 25%
- Estimated fees and disbursements – 25%
The project budget should be within the overall project budget scope of $60,000.
Important Notes / Compliance
- The City reserves the right to accept or reject any or all proposals.
- The lowest priced proposal will not necessarily be accepted.
- The proposal shall be valid for 60 days from the submission date.
- The City may issue changes to the RFP documents by addendum only. Proponents are responsible for ensuring they have received all addenda posted on the City website.
- The successful proponent shall provide Commercial General Liability Insurance with coverage limits of no less than $5,000,000 inclusive per occurrence.
- The successful proponent shall provide a Certificate of good standing from the Workplace Safety and Insurance Board.
- The bidder shall comply with the Accessibility for Ontarians with Disabilities Act, 2005, and related regulations.
- All proposals become the property of the City and are subject to the Municipal Freedom of Information and Protection of Privacy Act.
- Any proprietary or confidential information contained in the proposal should be clearly identified.
