Council Meetings

City Council meets regularly to discuss and make decisions on matters affecting the community.

Regular Council meetings are usually held on the third Tuesday of each month at 6:00 p.m. These meetings are live-streamed on the City’s Facebook and YouTube channels, allowing residents to watch from home.

Committee of the Whole meetings are generally held on the first Tuesday of each month at 3:00 p.m.

From time to time, special Council meetings may be scheduled as needed.

Meetings are held in the City Hall Council Chambers, located at 325 Farr Drive, Haileybury, unless another location is announced in advance.

Regular Council Meetings

  • Held on the third Tuesday of each month

Committee of the Whole (COW) Meetings

  • Held on the first Tuesday of each month
  • Begin at 3:00 p.m.
  • Unless otherwise decided by Council

Special Meetings

  • Called on an as-needed basis

Summer Meeting Schedule (July and August)

  • Committee of the Whole meeting held on the second Tuesday of the month at 3:00 p.m.
  • Followed immediately by the Regular Council Meeting
  • Unless otherwise decided by Council

Council may change or cancel the date of any meeting by resolution. If a meeting date falls on a Public Holiday when City Hall is closed for business, the meeting will be scheduled on the next business day.

Any Council and/or Committee of the Whole meeting may be held using a hybrid format (in-person and electronic participation), in accordance with Section 238 of the Municipal Act, 2001, and the City’s Procedural By-law. Electronic participation is limited to members of Council, staff, and registered delegates.

Viewing Council Meetings

Members of the public are welcome to attend the open session portions of meetings in person.

Regular and Special Council Meetings (open sessions) are live-streamed on the City’s Facebook page and YouTube channel, with recordings archived on those platforms.

Note: Live streaming and video recordings are not available for Committee of the Whole meetings.

Council Meeting Agenda and Council Package

Prior to each meeting, members of Council receive an electronic Council Package, which may include:

  • The meeting agenda
  • Previous Council minutes
  • Correspondence
  • Minutes from committees and boards
  • Staff administrative reports
  • Draft by-laws

The agenda and Council Package are available to the public and are normally posted on the website on the Friday prior to a Regular Council meeting.

Participate in a Council Meeting

Delegations provide members of the public with an opportunity to make a presentation to Council of up to 10 minutes.

  • Delegations at Regular Council meetings must relate to matters within the jurisdiction and authority of local government.
  • Delegations at Committee of the Whole meetings must relate to an item included on the published agenda.

Requests to appear as a delegation must be submitted to the Clerk’s Department by completing a Delegation Request Form or by emailing clerk@temiskamingshores.ca, no later than 4:30 p.m. on the Wednesday prior to the meeting. Submission of a request does not guarantee approval.

If a delegation request is approved, a written copy of the presentation must be provided to the Clerk by 4:30 p.m. on the Thursday prior to the meeting.

Council Committees and Boards provide recommendations to Council on certain municipal matters such as community-based recreational programming, transit, economic development, accessibility, library services, and policing.  These local bodies are comprised of Members of Council and local citizens.
